Problem description: 
Create a new document

Steps to reproduce:
1. Open Navigator
2. Click on the "Go to Header" button

Current behavior:
Nothing happens

Expected behavior:
The buttons should be hidden
              
Operating System: Windows 7
Version: 4.3.0.4 release

Hi, agreed that it should be grayed out when there is header/footer in the document. Set as New and enhancement - Sophie

Dear Sophie and all,

I'm not agree with you, if you hide those buttons, it will be impossible for a blind person to add a header/footer.
At the moment there is a bug on those buttons because nothing happened (so the cursor doesn't move).
