The proposal at https://design.blog.documentfoundation.org/2016/07/31/how-the-navigator-may-support-object-handling-in-libreoffice-draw/ deals with several aspects from find & search over visibility to the organization affecting all modules. This ticket should track tickets that may benefit from an update.
adding Bug 103579 - UI: Open Navigator in docked state by default
Handling of the Navigator dialog changes once issues of bug 85905 "Allow undocking of Sidebar decks" are addressed. For now we have two Navigator content panels using the Sidebar UI--and their behavior is somewhat independent.
When bug 85905 allows undocking individual content panels from the Sidebar, current need for a second Navigator panel (as Samuel implemented for bug 73151#c19) is eliminated and we can get back to just the single content panel, docked or floating.

sample of bug happening
The purpose of this sample is to show that the navigation window doesn’t move (highlight) to the topic/subtopic when we are inside them (cursor position in the document).
MS Word 2016 has the feature and it is very useful.
So, it is an enhancement request.
