I really would like to define the order of displayed bookmarks/objects in document and to have search field to filter them. The "content view" in comparison is not really necessary if you could sort things by line number. Additionally displaying line numbers would be nice, too. The "target in document" view doesn't allow any ordering or searching which makes it hard to find the right bookmarks etc. if you have many of them. Finally, the navigator GUI seems to be a bit overloaded while some essential functions are missing and the "target in document" view is just an unordered list with no functions. Any improvement would be nice!

No need for a document here. Request for a search is bug 43511. About sorting we have bug 104255 talking about headings specifically, but I suppose it would cover all items in the Navigator. The third idea is displaying line numbers for items (tooltip? on the side?). Let's ask UX team about this.
Don't see much benefit in sorting the Navigator content. Sounds like an edgy use case. However, having such a toggle is not a big deal (in the anyway cluttered Navigator). I think should make this request a duplicate and consider other content too in the respective ticket. *** This bug has been marked as a duplicate of bug 104255 ***
