Description:
It's not possible to move a chapter or section any more by clicking multiple times on the Move Chapter Up/Down icons (recently renamed to Move Heading Up/Down, see Bug 153721), because after the first click, the focus is lost in the Navigator.

Steps to Reproduce:
1. Open the attached document.
2. Open the Navigator, and click 2 times on the Move "Heading" Down icon.

Actual Results:
The section is moved once.

Expected Results:
The section is moved twice.


Reproducible: Always


User Profile Reset: No

Correction: it's not possible to click multiple times on the Move Down/Up icons, because the icons are not visible any more after the first click.

Always there is a problem with UI render: default; VCL: gtk3.

No problem with SAL_USE_VCLPLUGIN=gen, except if the option Tools->Libreoffice Writer->View->Show outline-folding buttons is enabled.
