tdf#159875 SwNavigator: improve toggle master view visibility handling

It will be available in 24.8.0.

The patch should be included in the daily builds available at
https://dev-builds.libreoffice.org/daily/ in the next 24-48 hours. More

This patch makes a change to the behavior of the 'Toggle Master View' button shown. It is no longer set active when the Navigator is in content view mode.
