You should be able to edit the Navigator panel. I find myself needing to do this for long documents where changes have to be made only to the headings, and I want to see all the headings together.
Created attachment 116288 [details] Screenshot of a typical long document with a complete outline. Notice that this is an outline, not just chapter numbers or "headings" which are quite different. I don't need to see where my headings are, I need to understand my overall story arc.
There is a similar report bug 87947, but it left editing headings out of the scope. I'm CC'ing Cor and asking for more detailed feedback on why editing headings in the navigator would be a bad idea.

Not really sure what I had in mind then.. But I can't think of any objection to changing the text of a heading in the Navigator.
