The changes toolbar has all the necessary buttons for managing track changes, but the changes toolbar doesnt appear when you move your cursor over a tracked change, like when you move the cursor inside a table and the table toolbar appears. So i'd like to suggest that when a user opens a document which has track changes, that the infobar appears suggesting the user to enable the changes toolbar.

An infobar which that only tells you to do something that the program doesn’t do is super annoying. Just imagine how frequently it would pop up — making the UI flicker.

Let’s not abuse the infobar.

Instead, we should actually fix the relevant toolbar so that it appears automatically, like other contextual toolbars.
