The attached document is in binary DOC format. It contains a table, which LibreOffice Writer cannot import correctly. The problem is present even in OpenOffice.org, so all versions of LibreOffice are affected.

The table is somewhat problematic even in MS Word 2010, after copy&paste or save as DOCX it falls apart as well.

Repro 6.2+.
Can't say how table was created but behaves like merged. 
Decreasing importance.

Yeah, something must be corrupt in here. When it loads in Word 2003, it doesn't even indicate the justification (left/center/right). The negative left indent is shown, but disabled.
If I go to Row 1 and change the option to not "auto resize to fit contents", then the table splits funny - kinda like LO except row 1 shifts right.

Anyway, definitely an edge case - not likely worth any effort.

P.S. It does look like the table should be centered (sprmTJc == 1), at least on the section with the then-irrelevant-indent (sprmTDxaLeft [-2963])

This is one of those cases where MSO is not consistent, meaning that DOCX saved in MSO opens differently there than DOC. I guess they keep a hack. 
But not to be expected from LO to do the same. DOC and DOCX open consistently in LO, similar to DOCX in MSO.
I usually close those bugs and I'll do it also here. 
With many real bugs, not realistic to expect that someone will hack single case of DOC.
