I just found out that format painter also allows pasting of the paragraph style by holding the ctrl key while clicking and think this should be added to the tooltip, similar to how the tooltip has the double click multi-select mentioned.

I did not know it either.  But I could find it also in the LO help:

Therefore, the tooltip could maybe give a further hint.
But what I don't know is if there is any proposed maximum length for tooltips?

Hi Andy,

No there isnt any maximum length for tooltips, as they are planning to show extended tooltips by default in the future.

Thanks, Jay, for your feedback.  That means it should not be problematic to insert a longer tooltip with the additional information as you suggested (?).  For me personally this sounds good to have this additional information in the tooltip.

I would assume it should be changed to something like 'Clone Formatting (double click for multi-selection or Ctrl+click for character and paragraph formatting)', but that seems way to long.

@Heiko, @Stuart: Any thoughts?

Very long - maybe we can have a \n to wrap text - and although informative I'm not sure what happens on ctrl+click. Is the format applied to/as the character  or the paragraph?

Of course I could read the wiki or just try it but if we want to make the tooltip perfect it should be clear. 

My suggestion (after reading and trying out *g*): 
'Clone Formatting\n
* double click to apply repeatedly\n
* ctrl+click to clone the complete style'
(We should involve l10n when \n is an option.)

PS: I'm wrong. Ctrl+click applies paragraph style, yes, but it makes no difference for character style if ctrl is pressed.

Extended tip is already rendered multi-line. 

Would note that default mode is to clone Character 
formatting, so for the extended tip, maybe:

"Clone Character formatting\n
(double click if applying multiple times)\n
* <Ctrl> + click to include Paragraph\n
* <Shift>+<Ctrl> + click to clone Paragraph format only"

I guess the only way to truly fix this properly is to get extended tooltips moved from help (bug 91439), so we can provide detailed alternative keypress information along with the description. For now, including the most used keypress option is sufficient.
