In a recent discussion with kendy, moggi and phillipe on IRC was regarding how to incorporate extended tooltips into the default installation, so they can appear without the need of the help package. moggi stated that discussions with the translation teams resulted that this should be done as an additional translation module on pootle rather than being merged into UI translation project, so that translators dont necessarily have to translate it if they choose not to. I've created this bug report to state this discussed information and for it to be used as a bases to implementing this feature.
I'm sorry if it was not clear. All the parts for that are already implemented. We just can't really use it right now as long as we are not migrating the help as well as we would maintain the same text twice.
To add a few more details: There is a script that to extract the tooltips and a way to include them into the build. Handling that for the translation process would be possible without major problems. SO that is the good part. Now to the bad part: As long as the tooltip text is also completely used in the help you will ahve the traslators complaining and/or vetoing that change. More or less the solution that we have right now is that we also migrate the help to the wiki and drop all non-visible tooltips from the help which only leaes the ones that are also used in the help texts. That was more or less a compromise that we got to being able to have some of the strings duplicated for some time- I see some problems with just extracting the tooltips without doing the second part.

I would assume that the tooltip text would be removed from the help as it would have no benefit to being in there when it has its own dedicated pootle module.
Jay: The problem is that the tooltip text is also used in the help text verbatim, usually as the 1st paragraph summary of the feature - that's where the concern about double translation comes from. Having said that - might be worth checking with the translators if it's acceptable for them that actually there would be a reference in the help to the 'tooltip' translation module; so the text would not be in the help at all, only the ID of the text to use from the tooltip. Then we could just replace the text on runtime, and save some size of the help too.
@Jay: you're mixing translation and help files structure. Tooltips are used either as full description (like in some Calc functions) or as a summary at the beginning of a help chapter. @Kendy: by "there would be a reference in the help to the 'tooltip' translation module" you mean that instead of the <ahelp hid=\".uno:PrintPreview\">tooltip</ahelp>, the string 'tooltip' would be replace by the string ID found in the Tooltip project on Pootle? In that case, if I understand it well, we could also remove the strings with <ahelp hid=\".\" visibility=\"hidden\">tooltip</ahelp> from the help too and have them only in the Tooltip project? Sophie

Sophi: Oh, and for the first question, yes, that's what I meant, instead of <ahelp hid=\".uno:PrintPreview\">tooltip</ahelp> to have only <ahelp hid=\".uno:PrintPreview\"/> [note the closing "/" :-)], and the tooltip would be actually used from the tooltips (I suppose on the fly in the installed help, and during generation in the wikihelp).
