Image -> Area -> Fill is set to Colour White. This, in combination with embossed character formatting, is what is causing the issue. When the image area fill is set to none or the character embossing is turned off then there is no more problem. The page is also set to white. I do not know if the image being in the background in combination with the page colour has any effect--maybe the page colour is jumping in front of the text with the image on top (?). I cannot reproduce this anymore in LO Writer version 5.1.4.2 on Kubuntu.
