The feature "Manage names..." is totally functional after I protected the sheet. Even though protecting the sheet should be sufficient to avoid someone from altering a named range configuration (the name itself, the range or the scope), it is also possible to change these configs after protecting the document.

I can confirm with LO 4.3.4.1, win7. Setting as NEW.

Protect Sheet is not supposed to prevent all sort of possible document modifications. It protects *cells* from modifications (unless cells are marked to not be protected).
