1. I reproduce this with e.g. MSI for 7.1.3.1. 2. I also reproduce this e.g. for Oracle VirtualBox installer (which is also an MSI-based installer). => NOTOURBUG 3. (OT) On Windows, you may move this window using this method: 3.1. Activate the problematic window (click on it anywhere, or click on its taskbar icon) 3.2. Press Alt+Space to bring its system context menu 3.3. Choose "Move" 3.4. Press an arrow key 3.5. You may continue using arrow keys to move the window, or you may now move the mouse (without clicking its buttons) to move the window.
