In the template manager dialog, the top toolbar gives users actions to manipulate templates (e.g. create a new folder, delete a template, etc), but when going through the start center, there is no top toolbar, so right-click context menus are needed.

@Jay, we've added an "Edit Templates" button to launch the Template Manager dialog. But something more is needed from the StartCenter GUI, even if not a context menu. 

Any solution other than use of the residual tab bar of the current Template Manager dialog--which is horribly non-functional and a mess for keyboard navigation.

@Stuart: The only things that come to mind are a button toolbar and context menu, as those are always the primary mouse usage used in LO.

Concur, Akshay's work on the Template manager resolves this.
