Insert -> Object -> OLE Object option presents dialogue box with "Create New" and "Create from file" option. When "Create from file" is selected, a "Link to File" checkbox appears. However, it seems to have no effect - the selected file is embedded (not linked) regardless of whether the box is ticked. Saving the main file as FODT and checking it with text editor confirms that it contains no reference to the linked file regardless of checkbox setting. Editing the "linked" file does not ever change the copy in the main file, even if the main file is closed and opened again.
Works as expected in LibreOffice 4.4.2.0.0+ built at home under Ubuntu 14.10 x86-64. Please could you try again with current stable version (4.3.5 and/or 4.4.0) ? Did you check when saving the file as .odt instead of .fodt ? Set status to NEEDINFO. Please set it back to UNCONFIRMED once you have provided requested information. Best regards. JBF
Now tested under both LO 4.0.6.2 and LO 4.4.1.1. The behaviour is exactly as reported when the main file is saved as FODT - the "Linked" file is actually embedded, regardless of whether the "Link to File" check-box was ticked. If the main file is saved as ODT, changing the linked file and then re-opening the main file gives this warning dialogue box: "This document contains one or more links to external data. Would you like to change the document, and update all links to get the most recent data? Yes/No" However, this warning does not appear when the main file is an FODT file, and no subsequent changes to the linked file appear in the main file. LO 4.0.6.2 running under MacOS 10.5.8, LO 4.4.1.1 running under MacOS 10.9.x Set status back to "Unconfirmed", as requested.

Responding to Comment 5, asking for confirmation that bug is still present on most recent version of LO. I can confirm that this behaviour is unchanged on LO 5.2.0.0.alpha1. "Link" option under Insert>Object>OLE Object is ignored if the file is saved as FODT, but is honoured if the file is saved as ODT. Tested under Linux Mint 17.1 xfce.

Responding to Comment 7, asking for confirmation that bug is still present on most recent version of LO. I can confirm that this behaviour is unchanged on LO 6.0.1.1 (Build ID 60bfb1526849283ce2491346ed2aa51c465abfe6). "Link" option under Insert>Object>OLE Object is ignored if the file is saved as FODT, but is honoured if the file is saved as ODT. Tested under MacOS 10.11.6.
According to comment #6 this also happens on Windows, so setting OS to all Tried to replicate on LO 3.3, but it says JRE is required to save as fodt and I get an error message, so someone with Linux should test that
