I type a lot in French but cannot stabilize the French (France) language choice. The language stubbornly remains at "English (USA)", even though I have listed French as one of my preferred languages. The language name (in the window for spelling correction) refuses to change to French...
I hope this makes sense as I am not computer literate. It is very frustrating.

How do you choose French?
Are you talking about documents, where you want to use both French & English?
Do you use Tools - Lang. - For paragraph (or right-click the lang. in status bar - set lang. for paragraph)?

There is also the option of saving a few templates in advance with the default paragraph language set to different languages.

Set to NEEDINFO.
Change back to UNCONFIRMED after you have provided the information.
