Once you visit Tools -> Options -> English sentence checking and go back into Options and choose something from LibreOffice Writer, then whenever you go back in, it will show English sentence checking.  If you select anything above English sentence checking then it remembers where you visited last okay.

1. New Text Document.
2. Tools → Options.
3. LibreOffice → User Data, then Cancel.
4. Tools → Options.
Result:
LibreOffice → User Data is displayed.
5. LibreOffice Writer → General, then Cancel.
6. Tools → Options.
Result:
On a clean profile,  LibreOffice Writer → General is displayed.  If you have already visited English sentence checking, then that is what will be displayed.
7.  Language Settings → English sentence checking, then Cancel.
8. Tools → Options.
Result:
Language Settings → English sentence checking is displayed.
9. LibreOffice Writer → General, then Cancel.
10. Tools → Options.
Result:
Language Settings → English sentence checking is displayed.
11. Repeat steps 3 and 4.
Result:
LibreOffice → User Data is displayed.

Reproducible with LO 4.4.1.2, Win 8.1

Could not reproduce on LO 4.4.2.2 / OSX 10.10 either, so whatever is going on here appears to be Windows only

We need to retest on Windows.
On Linux everything fine here.
