Without any further editing, the image looks fine in the editing mode, but is distorted in the presentation mode. With hardware acceleration the presentation is very blurred. Without HA, solarization occurs.

On Windows it looks blurry even in edit mode. I guess it can be worked around by saving it as already enlarged in an image editing software, so lowering severity. Your GIF is really tiny (17x17 pixel). If you insert it in a recent release of Impress and increase the size, it gets blurred. But PowerPoint 2013 blurs that GIF, too.
