- set the coordinate origin to some in the middle of the page.
- create a new horizontal snap line and try to enter a negative value

the dialog is accepting the negative value, but set the snap line shows at y=0. moving the snap line per mouse do a negative value is possible. but you can't edit the exact position of the snap line via the dialog.

I was not able to reproduce.

Set coordinate origin by dragging from the top left corner of the rulers.
Insert - Insert snap point/line. Type - Horizontal.
Negative values produce lines at correct locations in the y axis.

Please try with 4.4.x.

Set to NEEDINFO.
Change back to UNCONFIRMED, if the problem persists in 4.4.x. Change to RESOLVED WORKSFORME, if the problem went away.

upgraded to 4.4.2.2 and the problem went away. so it seems only to be a problem in (at least) 4.3.7.2.

that works for me.
