If Tools -> Options -> LibreOffice -> User Data Forename/surname/initials are blank or have a very short name then the File -> Properties dialogue will have two rows of tabs.  If the name is long then the dialogue will expand to accommodate it and there will be one row of tabs.

The dialogue should have a minimum and maximum width.

But, why is this a bug? Who has longer name than is width of an monitor?
