I'm on a different machine now running 5.0.0 RC1 under Win7x64 and I finally see the flicker when you hover over the resizing edge (not the button itself which is supposed to change color). however I haven't seen that flicker using 5.1.0 alpha under Win8.1x64 maybe a Win7 specific bug?
Now tested on Win 8.1 32-bit. The flicker can be seen, but it is not as regular as in Win 7. Most of the time only the triangle in the button can be seen flickering slightly. just retested... really no flicker for sure on Win8.1x64... this machine has a SSD whilst the Win7x64 machine I see the flicker has standard HD... but I'm not sure it can explain that.

Hah! This is not actually Win-only: I am able to make it flicker on Linux, if I hover many times over the edge. GTK3 backend is immune to this, as expected. Still repro the triangle flicker on Win.
