In the opened Navigator of LibreOffice Draw, there is a list of pages in the document. However, there is no way to change the order of those pages, for example, mouse dragging does not work.

you are using an obsolete version (4.2.4.2)... hundreds of bugs have been fixed meanwhile.

it's better upgrade to current release which is 4.4.4.3
then tell if the problem persists.

That was not possible up to now, so it would be no bug, but an enhancement request.

I personally see no need for such a feature. It is unusual to have a lot of page in Draw. And if you have only a few pages, you can easily sort them in the page pane. And in Impress, where you usually have a lot of slides, there exist the special view "slide sorter"

If you really need rearranging of pages in Draw, then my favorite would not be an enhancement to the navigator, but implementing the "slide/page" view in Draw too.

according to previous comment I edited summary notes, added enhancement to importance field and set version to inherited from OOo and status to NEW.

While it might be of not much use for many use cases we should aim to have functional coherency. Meaning when it is possible to sort pages in Writer via the Navigator it should also be allowed (if not the intended workflow) in other modules.

You can sort on outline levels, not on pages.
So IMO this is a non issue.

What is an outline level in Draw? Anyway, the Navigator is supposed to provide sorting capability and neither Draw nor Impress have it. 

Of course, we can talk about what users expect from the Navigator.

I haven't found it. I mean in _Writer_ you can change the sequence of chapters, paragraphs, based on outlines. You can't sort pages in the Navigator. In any of the modules.

I never sort in the Navigator. Only in Writer there is the noted possibility.
In Calc one can't change page order either.

Would be a long way to debate about a function that already is provided by the Page (Impress: Slide) Pane. I would not spent my (spare) time on that.

Taking this to resolve the issue as WFM. We should focus our effort on the Navigator.
