Personally, I think it'd be better to restrict Internet access on the OS side -- it might be cleaner that way -- but having a feature in LibreOffice could serve some purposes, especially on OSes that don't make that kind of control accessible to non-admin users, so Status -> NEW
In order to folow a hyperlink you need to press Ctrl+click on the link. It's a deliberate decision to press Ctrl+link. If you just click the link you don't go anywhere. So, it's very safe.
We have many elaborated levels of security but none for Internet connection. That's not only the hyperlink but also external sources, linked objects, or wget/curl calls (update checker, extensions picker come in mind). So it might be a good idea to have a global switch. Whether it makes sense to check all connections is more a dev question.
