Unlike the option to _save_ a document in HTML, when a document is exported to HTML/XHTML, the specification of the "Frame" (link target) in the hyperlink dialog is not exported.

Bug still exists in LO 5.2.1 on Linux Mint 17.3 (Ubuntu 14.04).

4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
