When copy/paste from inkscape (0.48.5) to impress, the new object is created as raster. If "paste special", the choice is given between "Unformatted text" and "bitmap". By chosing "Unformatted text" one can verify that exported data is indeed svg. When saved to a .svg file and dropped to Impress, the vectorial image is imported instead.
Pasted normally, saved odp and unzipped. Pictures folder has an .svm file (metafile). Paste special gives Bitmap or GDI metafile as options. Pasting as bitmap, Pictures folder contains a .png file. I used Inkscape 0.91. Please test with it. Win 7 Pro 64-bit, Version: 5.0.1.2 (32-bit) Build ID: 81898c9f5c0d43f3473ba111d7b351050be20261 Locale: fi-FI (fi_FI) Set to NEEDINFO. Change back to UNCONFIRMED, if the problem persists. Change to RESOLVED WORKSFORME, if the problem went away.

Here a sample presentation with pasted graphics. If I unzip I obtain $ unzip Untitled\ 1.odp Archive: Untitled 1.odp [..] extracting: Pictures/100002010000005200000062E256079E.png [..] which is the raster image. Inkscape 0.48.5 is the current debian stable. I will check with backported 0.91 soon. In the mean time I set to UNCONFIRMED

So, apparently this is a linux-only bug.
I tested the same on LO 4.3.3.2 (debian amd64) and LO 4.2.8.2 (ubuntu 14.04) I change earliest version to 4.2.8.2 release.

Inkscape exports an "image/svg+xml" format to clipboard. This is not detected by LibreOffice. In LibreOffice I see only "Bitmap" and "GDI metafile". I use Inkscape 0.48 and LibreOffice Version: 5.3.0.0.alpha0+ Build ID: b0d96a82a4f6a0832d03d185f4a53db669adcc99 CPU Threads: 4; OS Version: Windows 6.1; UI Render: default; TinderBox: Win-x86@42, Branch:master, Time: 2016-07-12_09:25:31 Locale: de-DE (de_DE); Calc: group So it is a problem on Windows too.
