This feature has been sought for at least twice on AskLO.

Frankly I don't know how it works in M$ Office, I think it's automatic but can be toggled in settings. Best would be global toggle and per-document toggle if technically possible, and the global toggle can be set to
- always allow (document can disable)
- let document decide
- never allow

1) Right click on any row's number below or above a row that has at least 1 formula, such as §=ROW()§
2) Choose §Insert Rows Above§
3) The formulas another row had is replicated to the new row without copypasting

I did this and reproduced consistently, on 32-bit LO 5.0.2.2 with British English GUI:

1) For A1-3 put §=ROW()§
2) Right-click on row 2's number on the left and choose §Insert Rows Above§
3) The new A2 is blank while others, the new A3-4 and the old A1, contain their respective numbers

Ah, ok, sorry, I misunderstood.
