Page numbers are tied to styles, not physical pages. Physical page numbers/count should be based on offsets if applied.

Presently a page style has to be defined and page numbers are bound to the beginning and ending of styles. 

This makes it impossible to get page numbering correct on large documents. If someone changes the style (once or multiple times) it is next to impossible to get page numbering corrected (both page number and count).

Page numbers should be assigned to physical pages and offsets applied. 

This bug exists from 4.2 - 5.0. Someone called this feature, but this is not a feature, but is a nightmare and makes LibreOffice unusable for large documents with multiple users.

Hi Bryon,

You can simply set the page number at Format > Paragraph > Text Flow ... Page style etc.

This is the reason it is a bug. You can set it anywhere and there is no way to track it. You can set it as many places as you want. This doesn't work well for large documents, with multiple people working on the document.

If people want, they can mess up all they want in a document, that you only see by reading?
And a change in page number is something you see in the footer/header immediately.. 
So I do not see your point.

Where was the page number changed? Since page numbers are tied to paragraphs and not physical pages, you don't know where in the paragraph the page number was changed. Page numbers should be tied to physical pages, not paragraphs.

Also, there are only 9 pages total in this document.

Set them in a footer of header...

If you ask user support, it's helpful to provide an editable document. 
You may also look at the Help under page numbering., google for FAQ, Writer documentation in the Documentation section..
(NB Don't use offset, unless in exceptional situations.)
Of course, if there turns out to be a real bug, please provide a test document and clear descriptions. 
Sorry if I maybe was a bit short. Sometimes I'm a little grumpy ;)

If you want people to start taking this product seriously I think I would start fixing these types of flaws or let others (like me) fix them and propagate them up.

Writer exists more then 15 years and LibreOffice has roughly 80-100 mln users. So I would expect that page numbering does work.

Yes please. There is for example bug 86630 as enhancement request for easier inserting page numbers.
