Font shadow and font outlines, if they're being used at all, should only be used for display purposes. Even then, specially-designed shadow and outline fonts look much better than fonts with computer-generated shadows or outlines, which tend to look tacky. Under no circumstances are shadows appropriate for body text, as they decrease legibility, often quite strongly.

Given that font shadows and outlines must be used sparsely and only for display purposes (using styles), buttons for these two features should not be visible in the formatting toolbar by default -- they only encourage bad practices.

In my opinion its up to the user. We should also have Draw in mind where those creative modifications of text are more relevant.

Closing as WONTFIX since not too many replies came in so far.
