In an activated chart, double click on every element opens a dialog to edit the settings for it, EXCEPT for the windows title. To open it, you need to use the contex menu "Format Title"

Reproducible with LO 5.0.3.2, Win 8.1

Double clicks on axis title, title and subtitle have no effect.
