Steps:
1) Open Impress
2) Switch layout to 'Title, Content'
3) Type a title and change the bullet list to number list in content checkbox and enter in some entries
4) Switch to outline view
5) Notice that Format > List > Numbering On/Off is disabled.

The .uno:DefaultNumbering UNO command should be accessible.

It is. One could also say that Outline view is there to just concentrate on typing text? Anyway, not a problem to have it active, I think.

4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
