If the root filesystem is full, libreoffice will report opened odt files are "corrupt" and will attempt to recover them, which fails with "General Error". 

Once I cleared space on root, the same files all open without error.

Just to be sure, does your root filesystem contain "/tmp"?

Confirmed; the issue happens when files cannot be written to /tmp

A reproducible bug:
1) Run your system out of hard drive space on at the very least "/tmp" and "/"
(haven't quite figured out which is necessary).
2) try opening an ods file [doesn't seem to matter which]
Result:
The file '(filename)' is corrupt and therefor cannot be opened.  Libreoffice
can try to repair the file...should libreoffice repair the file? [yes] [no].

first of all, the file isn't corrupt.  I've confirmed that the files open OK
when hard drive space is not out.

Recommended: check for hard disk space before prompting user with this choice,
and tell user program cannot open without sufficient hard disk space.

[Obviously this bug is more important on laptops and other systems without a
lot of hard drive space.]

Any update with recent LO version? (last stable one is 5.0.5 + brand new 5.1.0)
Indeed, 3.X and 4.X branches are EOL.

This bug still exists in 5.2.2.  I just experienced the same failure.  It should give a message about not being able to write the temp file not that the document is corrupt.

I still have this issue on :

Version: 6.0.7.3
Build ID: 1:6.0.7-0ubuntu0.18.04.10
CPU threads: 8; OS: Linux 4.15; UI render: default; VCL: gtk3; 
Locale: fr-FR (en_US.UTF-8); Calc: group

Note, this also happens on .ods files.
