Although showing proper spacing when using expanded text in my header of my letter template, when printed, the text does not print as it is shown in either normal view or print preview.  The incorrect spacing shows though in the printer dialog preview.  The last time that the issue did not appear [I think] was in LO 5.0.1.1.

Can you attach a .odt document with the header of the document?

So we can check it.

Does PDF export work?

As workaround for now:
You may use the Justify Text alignment, and add a [shift+ENTER] newline at end.
Then it should be aligned correctly.

With this attachment I would say it's confirmed.

I cannot reproduce it on Linux.
So I think it's a Windows only Problem.

Never reproduced. Obscure font. No proof that this is header dependent (i.e. probably blocks wrong meta bug). No updates in 10 years.

I can't reproduce this either (testing under Linux). I did install the font, so I see the desired justified text. PDF and print preview look fine in 26.2. Also looks fine in 5.1.
