This is the document where I have the problem

The Writer document you'll find in the attachments has a problem.

Basically there is a shape underneath a textbox. When I save and reopen the document;  the shape is above the textbox.
The document is designed for Labels that might have something to do with it.

I have tested this bug and succeed on:
Windows 10 64-bit http://valid.x86.fr/d8wtw3

I just now found a workaround.

If I use the "To Background button" instead of the "Send to Back" button it stays behind the text. (I do have to set the frame of the labels as 100% transparant to get the shape to go trough the frame)

Works ok in 3.5, so seems to be a dupe of bug 84127
