Open this and writer uses 16k/16kBps network for no reason

If I open the attached file, my network usage jumps to 16k up 16kBps down.

I pasted some text from a website and noticed my network activity went from zero to 16k bytes/s up and down continuously.
I traced it back to what looks like a 'character' pasted from the website. The *difference* between context.xml in a blank document and with just this character is quite large:

To my eyes it seems that the html link 

http://e-solutions.stepstone.com/asp/cs/jobfeed/careercenter/view.cfm?offer_id=259480&amp;channelId=5

is embedded as an image, which cannot load. (I went to the web address and it is a blank page that loads instantly, and my browser uses 0kBps).
