When using quotation marks the first "quotation mark" will show at the bottom on the line and the ending quotation shows in the proper location. If you click on the quotation button twice the first quotation shows on the line and the second one shows in the correct position then you can go back and erase the first quotation mark. 

 Example copied from document:  Rotate Enter Dial to „“L“ and click enter.
