Margin Inconsistency Between LibreOffice and MSO

LibreOffice's behavior with margins is inconsistent with Microsoft Office causing some interop issues.

Steps:
1. Create new writer document;
2. Change margins to 1" all the way around the document;
3. Insert a footer
4. Save as docx
5. Close document
6. Open document in MSO 2013
7. Check margins

While the document appears to look okay (in terms of length), the margins have changed to 1.39" on top and bottom. If you change these to 1" (which is important in professional setting where details matter) then you'll see the page length changes. I'm not sure if this was a hack to get same page length or what, but if you do the same steps in MSO 2013 (new page, 1" margins, insert footer) you'll see that the 1" margin is maintained after inserting the footer.

See attached document for example. Open in Writer you'll see 1" all the way around, open it in writer and you'll see 1" all the way around, in 2013 you'll see 1.39" on top and bottom.

As a related note, I think the underlying issue of bug 99639 was that the margins were correctly brought in as 1" but when this is done, the page length of the sample goes from 10 pages to 9.25" about.

More information here: 

Margins with footers headers behave differently in the following way:
a) MSO sets margins relative to page (ignoring header/footer)
b) LibreOffice sets margins relative to (page - margins)
