it looks like this regression started at 3755c87d0426a499d4755e82d8fbc77caa240764, same as in bug 97037, thus closing it a dupe

comment 1 indicates that the main problem is that the first table is push way down on the page. This was fixed in LO 5.3, so this could be considered a duplicate of bug 96277.

There are some other small problems here - seemingly related to a negative vertical position relative to the paragraph. That is similar to bug 80717 - except that report focuses on "relative to page".
