This problem appearing in LODev 5.3.0 release, both Writer, Calc and Impress can reproduce. Second, activate Notebookbar from menu bar then click "Close" or "Exit LibreOffice Dev". Third, Open LO Writer, Calc or Impress, they does not displaying NotebookBar directly, click "View" menu instead (I added "Notebookbar" item in View menu). BTW the "Notebookbar" item does not have check box even if I activate it.
The “NotebookBar” item now has “Off”, “Contextual groups”, “Tabbed” Options, but NotebookBar still need to be show via click “View” menu. Now NotebookBar can be enabled via View -> Toolbar Layout -> NotebookBar, but after restart, NotebookBar still need to be activited via click View menu.
