Confirmed with v3.3.4 under windows 7 x64. Confirmed with v5.2.3.3 under ubuntu 16.04 x64. You sure it's not a dup from bug 95366 ?

Created attachment 129411 [details] Word 2013, DrawingML version of this file works. This is a VML importer bug.
Removing regression and bibisectRequest
See: http://vmiklos.hu/blog/cloud.html For a overview of how the DrawingML version of this shape was fixed.
It looks like this bug isn't connected with any particular shape but with embedded text box handling. After removing <v:textbox> from shape definition, it loads correctly.
Still reproducible in Version: 6.3.0.0.alpha0+ (x64) Build ID: 205e2d6c31b1861111b70a704516580761a75099
