English version of the template

The Word template of my company contains a (rather large) image of the logo. When rendering official documents, the image is displayed over the text. When converting such documents to PDF or ODT: same thing.

Note: this is not a regular image - it's not possible to right-click unless the document is not editable.

Steps to reproduce:
1. Open attached template
2. Start typing.
3. text disappears under image.

Expected:
3. text is displayed over image.

Regression introduced by d379d18666aa42031359ca8eb34b0021960347ae which is the same commit as in bug 103978

lege brief - En.docx is an interesting document.  If round-tripped in MSO2007, then it works fine in LO.  So it is hard to simplify this document so that you can see the problem "at a glance" instead of having to enter a lot of text each testing time.

In LO, it looks like perhaps at one time there was a caption under the footer's image.  A textbox frame extends below the image. The frame is already "wrap through", but needs the "in background" attribute.
