Steps to reproduce:
1/ start LibreOffice 5.3
2/ menu Tools > Customize > Events tab

-> the events Start Application and Close Application are not proposed in the events list.

Both events are there in LibreOffice 5.2 but not in 5.3 and master.
I did not find any information showing that that is a deliberate change.

Setting keyword regression because both events are available in 5.2 branch.

Perhaps it is only a UI bug because OnStartApp and OnCloseApp are still there:
