PDF Options General allows to Create PDF form, which is great!

Then one has to choose "Submit Format" ..
The Help only says  "Choose to create a PDF form. This can be filled out and printed by the user of the PDF document."

The Display format provides four choices. The one to take is only relevant when the filled forms are handles automated.
NB: FDF = Adobe format. The others are PDF, XML, HTML.

I guess this is to provide better explanation. This is from Help: 

Create PDF form

Choose to create a PDF form. This can be filled out and printed by the user of the PDF document.
Submit format

Select the format of submitting forms from within the PDF file.

Select the format of the data that you will receive from the submitter: FDF (Forms Data Format), PDF, HTML, or XML.

This setting overrides the control's URL property that you set in the document.
