The same functionality was also available in GIMP.
In Tools → Customize → Toolbars: Search, if you search "vertical", you'll find a "Vertical text" commande you can place in the menu you want thanks to the big arrows in the middel of the window. Then click on "OK". Then clicking on the button you just added enables you to draw a rectangle inside which you can write vertically. If this is what you wanted, I suggest you close this bug as "fixed".
Yes, I can see these commands in the Customize dialog, and I added it into toolbar. But it has limitations, especially it doesn't support left-to-right vertical writing.
