Description:
If LibreOffice enabled OpenGL, then Mongolian letters clipped in vertical layout.

Steps to Reproduce:
1. Tools -> Options -> View -> Uncheck "Ignore OpenGL blicklists"
2. Click OK and restart
3. Open attachment 128631 [details]

Actual Results:  
Mongolian letters does not render compeletely, and 《》 disappeared. See my snapshot.

Expected Results:
Mongolian letters should be render the same as OpenGL disabled.

As Skia with Vulkan will replace OpenGL UI rendering on all platforms, it does not make sense to keep OpenGL UI reports open.
