Description:
Windows 10 home. In writer the menu (text) on top is not visible. If I click alt+v I can see the dropdown menu and if I move the cursor to the right the other dropdown menus appear. The cursor activates the icons on the standard toolbar when the cursor is well below the icons. If I undock the toolbar the cursor activates the icons correctly. In the text area the cursor is displaced one line below the current line. For example to select the text on line 1 I have to put the cursor on line 2. If I increase the magnification to over 200% the cursor is then on the correct line. 
Same problem in Calc.
The cursor position is correct in the LibreOffice window before opening writer.
On the bottom of the window the toolbar is half-way off the window frame. So the text page 1 of 1 is trimmed in half. 

Steps to Reproduce:
1.Start writer
2.No menu on top, cursor position below the icons and text lines.
3.

Actual Results:  
no menu on top, cursor position below icons and text lines bottom tool bar trimmed in half. full frame or reduced.

Expected Results:
menu on top of screen, full tool bar on bottom of screen, cursor correctly positionse

User Profile Reset: Yes


OpenGL enabled: Yes

Additional Info:
New installation, trying for the first time. No user preferences set
