I need export LibreOffice Draw content to svg.
I created more layers, if one or more layers are disable for Visible and Printing processes and i want to export content to svg - all disabled layers were exported too.
From my opinion it is error.

Steps to Reproduce:
1. More graphical layers create.
2. One layer modify as disable for Visible and Printing processes.
3. Export current page to svg

Source odg file and converted failed svg file

In FirstPageFailedAsSVG.zip are:
- source RaS_Diag_vBeta04.odg, this document have level "SW REG" unvisible and no printing
- converted svg file FirstPageFailed.svg of first page of RaS_Diag_vBeta04.odg document. "unvisible" and "no printing" page "SW REG" was converted too - it is error in my opinien.
