Description:
Fixed Line Spacing displays different numbers and behaves differently between the Paragraph Formatting pane and the Formatting Toolbar (the same number entered in both places exhibits different effects: 0.11 in one, for example, is much smaller than 0.11 entered in the other).

Steps to Reproduce:
1. Select some text
2. Enter 0.11 in the Line Spacing/Fixed/Value field in the toolbar
3. Look at Format/Paragraph/Indents&Spacing and you'll see it says something different, if you change that to 0.11 it will exhibit different behavior

Actual Results:  
The line spacing did not match and it was difficult to predict the behavior

Expected Results:
The line spacing would be the same and it would match regardless of which field you entered the number
