Description:
When I try to sign the document and trying to start the certification manager from File->Digital Signatures I am getting a message "Could not start certification manager".

Steps to Reproduce:
1. Open any file in ODT format in Writer
2. Click Digital Signatures->Digital Signatures
3. Click Start Certificate Manager

Actual Results:
A window with the text "Could not start certification manager" appears.

Expected Results:
The interface of the Certificate Manager appears


Reproducible: Always


User Profile Reset: No

Thank you for reporting the bug. To be certain the reported issue is not
related to corruption in the user profile, could you please reset your
Libreoffice profile (https://wiki.documentfoundation.org/UserProfile) and re-test?

I have set the bug's status to 'NEEDINFO'. Please change it back to
'UNCONFIRMED' if the issue is still present

I deleted my profile (folder user) and the situation didn't change...

Bug 116085 is still open, so I assume that there is no solution.
