For Draw-Images "contour" is automatically enabled. For Writer-Images you need to define the contour manually. Right click image, from submenu "Wrap" choose "Edit contour". Take tool rectangle and draw a rectangle contour over the image in the contour editor. Click on "Apply" icon top-left.

It is at least unexpected behavior from a user point of view. My suggestion for this bug report is, to make it an enhancement request to automatically enable contour and generate a rectangle contour in size of the image, if an image is rotated. If contour is enabled for Writer images, it generates a contour similar to the pipette in the contour editor, which is not, what a user expects. So the addition "generate rectangle contour" is needed. The root cause of all the Writer images problems is, that Writer images have a different implementation and different properties than Draw images, although there is no difference between them in ODF.
