The "What's This" help don't work anymore, please see screenshots attached.

Steps to Reproduce:
Enable "What's This" function.

Actual Results:
See only shortcuts, no help.

Expected Results:
Show help.

The shown text is the same as for extended tips. So it is likely duplicate to bug 120538. When switching from internal help viewer to browser for viewing the help, it seems this feature got lost.
